Encompass ICOE Ltd is a company with international connectivity providing HSE management support to the industry through education and policy enhancement and implementation. Encompass ICOE’s main office is located in the port region of Leith, Edinburgh.
Leith and its port have a long history of supporting international trade (https://www.electricscotland.com/history/leith/32.htm), through the import and export of commodities and delivery of the then cutting edge technology.
Encompass ICOE’s offices are located in the former Vintners Head Office for all the bonded warehouses in Leith. Companies importing wine and sherry from Portugal counted King George IV, Sir Walter Scott and Charles Dickens among their clients.

Ships were built in the harbour - notably in 1837 Messrs. Menzies of Leith built the Sirius, the first steamship to cross the Atlantic. This was done in eighteen days, the Sirius arriving a few hours before the Great Western.
Around the corner from Encompass ICOE’s offices, the shop front for Beldam Laskar can still be seen. Aspan Beldam was a marine engineer who in 1876 invented a seal that enabled steam engines to develop higher pressures and hence deliver more power. Beldam’s old shop is located in a property proudly built in 1878.


In recent history, Leith has come through a period of decline to emerge as a hotbed of enterprise with many companies located there contributing to the local resurgence. Encompass ICOE continues the tradition of trading internationally from Leith – not in commodities or technology delivered physically in a ship, but in knowledge and understanding delivered virtually via the internet.
